THAT: Application RC/16/2024 - 1000860073 Ontario Inc. - (Majerovic) - 4266 South Portage Road, receive PRELIMINARY approval in accordance with Section 6.7 of the Permanent Highway Closure Policy (DEVELOPMENT-11); AND FURTHER THAT: Application RC/16/2024 be amended to include the entire road allowance abutting 4202 South Portage Road; AND FURTHER THAT: the Mayor and Clerk are hereby authorized to sign the necessary documentation pertaining to the closure and sale of said road allowance. WHEREAS : in 2020 the Town entered into agreements with Hidden Valley Highlands Ski Area and the Huntsville Mountain Bike Association for the purpose of the use of publicly accessible mountain bike trails; AND WHEREAS : the term of the agreements end August 2025 and there is a desire for renewal; NOW THEREFORE, IT IS RECOMMENDED THAT : the Mayor and Clerk be authorized to sign the following updated agreements, as outlined in Report CORP-2025-16 , for the purposes of a publicly accessible mountain bike trail: A Trail Lease Agreement with Hidden Valley Highlands Ski Area (Schedule "A"); and A Trail Development and Maintenance Agreement with the Huntsville Mountain Bike Association (Schedule "B"). AND FURTHER THAT: the amendment to the Delegation of Authority Bylaw as shown on Schedule "C" be presented to Council for final consideration. GC23-25

WHEREAS: Committee received a deputation from Muskoka Community Futures Development Corporation regarding the physician recruitment incentivized loan program with a request to consider covering the interest; NOW THEREFORE, IT IS RECOMMENDED THAT: staff be directed to investigate a partnership with Muskoka Community Futures Development Corporation including the potential funding source on the physician recruitment incentivized loan program. GC24-25
